Certified Oil Breaks Its Agreement With The Village

The Certified Oil Company wall sign is internally lighted in spite of the company agreeing with the Village to not light it. The Granville Planning Commission considered an application by Certified for the property located at 466 South Main Street during its meeting on October 27. The requested wall sign for the front of the building was to be internally lighted - a violation of the Planning and Zoning Code Sign regulations. The Planning Commission approved the request, but Village Council decided to exercise its right to review planning commission decisions and set a hearing for November 19.

On November 5, Council approved Resolution No. 08-44 which initiated a review of the decision by the Granville Planning Commission on October 27 to approve an internally illuminated sign for Certified Oil, located at 466 South Main Street.

In a staff report sent to Council in preparation for the November 19 meeting, Don Holycross, Village Manager wrote:

Based upon additional discussions that Alison Terry, Village Planner, has had with the sign company that represents Certified Oil, it is our understanding that Certified Oil is preparing a letter to the Village that will affirm that the company will not illuminate the sign and will agree to make that a condition of the approval of the sign by the Planning Commission. We anticipate that we will receive that letter prior to Wednesday’s meeting. Therefore, we have prepared this resolution that would rescind the earlier decision to conduct the review.”

Contingent upon receiving an acceptable letter from Certified Oil indicating that it will not light the wall-mounted sign previously approved by the Planning Commission, the Council adopted Resolution No. 08-46 to rescind its previous decision to review the internally-illuminated sign that had been approved by the Planning Commission.

In their letter to the Village, Certified wrote:

We, Certified Oil Company, agree not to internally illuminate the 37”x37” wall sign.”

But the sign has been lighted since it was installed and still glows as of this writing.

Certified's Sign

The sign in the picture is the old sign, not the new Certified Oil Company logo. This sign has been in place and internally illuminated since the new building was opened. Maybe the Certified staff just replaced a burned out bulb. If they don’t change the sign, it can remain turned on forever.

That's how I interpret the series of events...

Council tried to help a business fail, and the business simply decided not to follow through on the plan on the table.

Instead of modernizing a local business, the folks at Certified left things ‘as is’.

Sadly, the Granville Press failed to tell its readers both sides of the issue, and why the business may have gone back to its original signage (completely within the limits of the law).

Hopefully, I’m wrong and we’re talking about a completely different sign.

Let's make sure we're talking about the right thing:

The sign in question is not the sign in the picture. I don’t think that’s clear to Jack or the readers. The sign in question is the one that shows the current prices. It is a “wall” in front of the building, as opposed to the front wall of the building. The sign in the picture is obviously not 37” x 37”. The wall sign with the prices (which is 37” x 37”) is being externally lit by spotlights in the ground. It is not being internally lit.

on one hand…but rules are rules and agreements are agreements.
Tweety has a point, was this a determined effort by Certified to ignore the Villages request or was it a brain fart on the part of the night shift?

Did the “home office” tell the worker to turn the light on or was it just a mistake on the part of the person behind the counter?
I think they should turn the sign off,apologize and have free coffee and hot dogs for a whole day. It won’t cost them anything: no one eats that crap anyway!!!!
