Sewer And Water Ordinances Set For Public Hearing
At its meeting Wednesday evening, Village Council set three ordinances for public hearing at its next meeting on August 6. The ordinances would provide sewers to the Owens Corning property and sewer and water service to the new Township maintenance garage.
Township Trustee Fred Abraham was present at the meeting to answer any questions, but no discussion or action was taken except to set the three ordinances for public hearing.
Council’s proposed Ordinance No. 11-08 states that “Council is committed to not providing utility services outside the Village limits to stimulate or encourage the development of single-family housing that could bring additional school-age children to the…” school district. (Emphasis added.)

Multi-family housing can damage the schools too
The ordinance reads “Council is committed to not providing utility services outside the Village limits to stimulate or encourage the development of single-family housing that could bring additional school-age children to the…” school district.
I am wondering why the wording is “single-family housing” rather than just “housing.” Both single-family and multi-family housing can burden the schools with students. In fact, some of the worst burdens can come from multi-family housing. Given that, I am confident that the council is committed to not providing utility services outside the Village limits to encourage the development of either single-family or multi-family housing that could bring additional school-age children to the school district.
I know another part of the ordinance talks in terms of “residential…purposes,” but It just seems strange that it is ever phrased merely as “single-family housing.”
Perhaps the wording can be changed just to make certain there is no confusion and that no one believes the council is interested in providing utility services to multi-family housing outside the village. (If the goal is to distinguish the current situation from a Kendal-like situation, then it may make sense to phrase it as “non-senior housing.”)

This answers part of my question. I read the proposed ordinance and the language seems to do the job quite well. I presume they will vote at the next meeting or shortly thereafter. Now what about the Trustees?
