What The Employees Earn: Granville Public Schools

 This is the third of a four-part series about the costs of employees in our four government entities: the Village, the Township, the Schools, and the Library. There has been concern recently over the size of raises for Granville Village workers, a four-year contract for the school superintendent, and upcoming negotiations on the teachers’ contract. The data in this series will help understand the reasons for pay raises, even in these troubled economic times.

According to figures supplied by the school system’s Treasurer, Peg Betts, the District paid approximately $12,735,366 in total gross wages in 2008.
Note: Shown in the tables below is the "Gross Pay" for each employee. The "Regular Pay" is the amount under contract. The gross pay is often larger for overtime and, in the case of teachers, as a result of supplementals for additional activities such as coaching.

According to Betts:
"Supplementals were previously paid over 26 pays (but not always!) We changed that this fall (which, unfortunately, hurt some staff on their taxes) to either at the conclusion of a Sport Season, or over 26 pays if a year-round assignment. Please note that several Staff Members have multiple supplemental jobs."

When reviewing these numbers it should be kept in mind that the figures are for the calendar year 2008 while contracts, etc. are generally for a school year which overlaps two calendar years. Also, some employees began their jobs after the beginning of the calendar year and, thus, their gross pay for the year will be smaller than expected.

Granville schools are providing great value for the money!
Our schools are top notch and our per pupil expenditures are less than the state average.
The above teacher salaries are negotiated in the union contract based on years of experience and level of education. There is no merit pay. This is standard in the Ohio Education System. It is not the fault of the Granville Schools, itself. Some people are probably paid more than they are worth, and some people are probably paid less than they’re worth. Pretty much like every other workplace. I think there should be merit pay, but that is a state issue, not a Granville school district issue. Don’t take your dislike of the Ohio Education system out on the Granville Schools, instead talk to your congressman or representative.
Facts Showing Our Schools are a Great Value
GMS RECEIVES AWARD
GMS has been recognized by Making Middle Grades Work for scoring in the top 20 out of 350 middle schools across a 16 state region. We exceeded goals in reading, math and science on the spring 2008 assessment. The assessment is given every other year to the 8th grade class.
COLUMBUS MONTHLY MAGAZINE ARTICLE
Of the 49 school districts in the seven counties in central Ohio, Columbus Monthly listed Granville and Upper Arlington as the only two districts where all of its individual schools have been rated Excellent for each of the past three years. Grandview Heights and New Albany were next on the list with 75 percent of their schools attaining an Excellent rating since the 2005-06 school year.
An interesting factor not addressed in the article is how much each district spends per pupil. Last year Upper Arlington’s “per-pupil expenditure” was $13,907, Grandview Heights was $13,121, and New Albany was $10,947. Granville’s spending per student was $9277. The state average for all school districts was $9939.
Per Pupil Expenditures in Licking County
Of the 11 Licking County School Districts, all spend below the Ohio average PPE of $9939. The lowest PPE is in Johnstown ($7594). The highest is our school district at $9277.
Per Pupil Expenditures in Ohio
The Ohio Department of Education uses a “Similar District” model to help citizens find 20 comparable districts across the state to their own. Factors include the percentage of citizens with college degrees, the percent of agricultural property, the population density, the median income of the citizens, and so on. Of the 20 similar districts to Granville, five spend below the state average PPE. The highest PPE in the group is Indian Hill Exempted Village Schools at $13,998. The lowest PPE in the group is Springboro Community City Schools at $8680. Springboro is the only district in the group that has a lower PPE than Granville Schools.
Simpleman's analysis is deeply flawed
Simpleman’s analysis appears to attribute the students performance to the “schooling” they receive. This does not take into account other factors contributing to student perfomance on standardized tests. For this discussion I am defining “schooling” as all non-students elements of the school system.
A proper analysis should include
• Year over year performance of the students. If the schooling is better, then Granville’s students’ performance vs. other students from other schools performance on standardized tests should improve as the students’ progress through the system. Is this the case?
• The IQ of the incoming students
• Education of parents
• Etc.
Our school system might be the best in the entire world, but the performance of the students is only part of the equation. This reminds me of the Jim Hightower’s line about Bush 43. “Back in 1988, Jim Hightower, a razor-tongued Texas democrat, amused the nation by saying presidential candidate George Bush was a man “born on third base [who] thought he had hit a triple.”
Schools are a big factor in a child's education
The Granville School District has been analyzed and measured by many organizations run by experts in their fields. They are usually near the top.
Yes, parents are a big factor in a student’s education, but so are the schools.
It is deeply flawed to think that Granville students are just naturally superior and somehow they
do so well in spite of the schools. The Granville school district might not deserve all the credit, but they definitely deserve a good portion of it.
If you believe that parents are the only thing that matters, then you should move to the cheapest school district and home school.

Where might I find the analyses by experts in the field which show the schooling our children receive is near the top? I concur the performance of our students is amazing, I’m just not aware of data indicating the schooling they receive is the cause. Do not interprete my question as indicating I don’t believe the schooling our children receive is excellent. I routinely challenge assertions for which to the best of my knowledge no data exists to support. This is part of being a critical thinker.

Home schooling has many benefits but would have deprived my children of the opportunity to interact with the very intelligent children and wonderful teachers such as Marty Bonar (3rd grade), Mrs. Miers (8th grade English), Mr. Bate (HS physics), Mr. Spens (chemistry and IAP), Mrs. Capper (orchestra), Mr. Wait (AP government), and Mrs. Thompson (AP calc.) and others who I can’t recall right now. Learning in a group setting with a variety of people teaches things you can’t learn at home.
Discussing schools and methods of schooling is nearly as contenious as discussing religion or politics. Let’s first seek understanding of each other’s position. After we understand each others’ views, then let’s discuss/debate.

Not to repeat Chris, but, one way to look at this problem and verify the degree of contribution the school makes may be to look at the incoming abilities and see what is done with those incoming abilities. By way of example, look at the IQ mix early on and see how those kids progress. Then perhaps meaningful comparisons can be made with other schools
One of the concerns I have had for years is the relatively few Granville students who end up going to highly selective schools despite Granville having a very bright group of kids. In my daughter’s class about 2% of the students ended up going to very highly selective schools, but over 20% of the class was gifted. Something is wrong with that ratio.
Unfortunately those organizations with the experts you mention are measuring achievement of students, not achievement of the school system. Put another way, just because I tuned up the Ferrari and it outran the Honda Civic you tuned up does not necessarily make me the better mechanic.

Studies can never take into account every factor. So that is why you can’t rely on the results of any one study and have to take into account multiple studies from multiple sources. The Ohio Department of Education’s “Similar District” model includes factors such as the percentage of citizens with college degrees, the percent of agricultural property, the population density, the median income of the citizens, and so on. The 20 similar districts to Granville include New Albany, Upper Arlington, and Bexley. The Granville students perform in the top few of those twenty schools, while going to a school whose PPE is lower than all but one. Yes, it doesn’t prove that the Granville schools are the sole cause of the students’ performance. But, at least to me, it shows that the Granville schools are a good value.
Don’t you see the big picture? Lots of people will use any excuse they can come up with to vote against school levies. Pointing out the fact that no study can definitely prove causality, even though true, only clouds the issue of whether the Granville schools are a good value or not.

In fact merely one study might well prove causality. I understand that you are “not aware” of any IQ data… That is of course my point. Such characteristics need to be taken into account in order to make a meaningful study of the relative contributions different schools make to the education of children.
As I have said elsewhere, I am not for turning down levies; quite the contrary. However, I am for making the Granville schools the very best they can be.
Criticism for criticism sake
Where is your data that proves one study can prove causality? There is no one study on any subject that can prove causality. If you have such a study I would like to see it so that I can point to a potential factor that they missed. No study is perfect, no person, or organization is perfect. Yes, we should strive for perfection, but we will never get there. We don’t live in a perfect world. Seems to me that both you and Mr. Hawkins just like to be critical of everything and hear (or “see” in this case) yourselves talk. You hide behind the phrase we just want (whatever the object of your criticism is) to be the best it can be.
You said that you were concerned about the number of Granville students going to very highly selective universities. Why do you assume that these “very highly selective schools” are any good? What data do you have that proves these “very highly selective schools” are any better than any other university? Obviously they start with the best students but do they make them even better students? Are they worth their high cost? Why are you willing to give those universities the benefit of the doubt, but not Granville schools? You are talking out of both sides of your mouth.

Now for the other points of your posting… Yes, I absolutely want our schools to be the best they can be for the given amount of money available. Guilty as charged. I believe our children’s future is that important. Do I expect perfection? No, of course not. Do I believe Granville schools are a disaster? No, not at all. Do I believe things can be better? Yes.

You bet. Don’t get me wrong. Highly selective schools are not the right choice for all. A number of factors, including but not limited to academic ability, enter into that decision.
Not that merely being highly selective is sufficient. There are highly selective schools to which I would only rarely, if ever, suggest a person go. As you point out some highly selective schools are very costly, although some are not. And some ride on the reputation of their graduate school programs and are probably not the right choice for an undergraduate education.
But all things equal, yes, one measure of the success of a K-12 program is the schools to which the graduates of that program go.
As to giving either highly selective schools or Granville schools the benefit of the doubt, I would recommend doing neither. Just as a college or university should be carefully examined to see if it is a good fit, I believe we should carefully examine Granville schools to make certain the education provided there is as good as it reasonably can be. Again, I believe our children are that important.

Once again, I feel compelled to state that I’m not anti GEVS or anti teachers. I’m married to a teacher and chose to live in GEVS because of the schools.
What I do object to is people making claims without citing evidence.

Did you look at the references in my first comment? Those references plus a trip to the ODE Achievement Tests are all that I need to conclude that Granville Schools are a good value for the money.
You say that you moved here because of the schools. What school evaluation study did you base that decision on? Surely, you based your decision on something. Why isn’t that same something now sufficient to state that the schools are worth the money we give them. I am not saying that they are perfect. Nothing is perfect, let alone a government organization. However, I believe they are doing a very good job as a whole.

The question is with all these salaries, the schools, village, and township, are we getting our money’s worth? Like everything else in our economy in some cases I think we are and in other cases it is a clear case of screwing the taxpayer.
I do think posting these salaries (which I am paying) is the first step in waking up a lot of people at election time and during the next school levy. Maybe not passing the next few levies and kicking out the policy makers is a resonable option.
Clearly we need to address these issues and take appropriate action.

Good idea, let’s shoot down the levies. I never really wanted my kids to get a good education anyway. And, I’m totally cool with the value of my house dropping.
In case you’re unsure, that’s sarcasm. Let’s face it, the value of our homes is largely based on our excellent schools. Our taxes aren’t that far out of line when compared to communities that provide the same excellent service to the community.

I agree we don’t want to shoot down the levies.
However, I am not confident the service is excellent. I don’t believe we yet know whether the service truly is excellent. And we will not know until we do the sort of analysis that Chris Hawkins suggests.
Once we truly know how the school district is doing, then we can decide how improvements can be made.
Right now we are just flying blind by making the implicit assumption that Granville kids entering first grade are just like kids in any other community. Earth to Granville: they aren’t.

Thoughts
I don’t want to get into specifics here as I believe it would not be an appropriate venue, but I am quite struck by some of the salaries.
There are teachers on the list who are making significantly less than they should if they were being paid based on ability and effort.
There are other teachers on the list who are probably better suited for another career who are making significantly more than they should.
I sense little or no merit component in these salaries. If we are trying to encourage our students to excellence, perhaps we ought show them that we reward our teachers for excellence.

There is a merit component to teaching. Teachers endure bi-annual reviews, which are the basis of renewal of their contract. It boils down to poor reviews results in loss of employment. In other words, perform or your out (like business).

It is nearly impossible to get fired from GEVS
Granvillegem: I believe your response is disingenous at best, BS at worse. Please give me the name of one tenured teacher who was let go from GEVS in the last ten years.
I heard reports that a teacher’s camera had an inappropriate picture of a GEVS female on it. This was investigated and found to be true. The teacher said another student must have taken it. He is also reported to have rubbed the shoulders’ of female students in class. This same teacher made an inappropriate reference to my son’s religion during a lunchroom incident. My son also reported to me that when the teacher was escourting him to the office, the teacher said “You know I always win these.” My wife, myself, the teacher and the principal sat down and reviewed this incident. He denied saying what my son indicated the teacher said, but the teacher was noticeably trembling. I later asked to review the teacher’s file to see if these incidents were in his file. I reviewed his file in the presence of the superintendent, the teacher and the local head union official. No mention of these incidents were in the file. What does a teacher have to do to get reprimanded or fired?
The teacher’s biannual perfomance reviews aren’t included in the employee’s file. Why not?
I firmly believe that tenured teacher’s jobs are not at risk for poor classroom performance. Please show me I’m wrong.
You can rape students and not be fired
For another example: how about the teacher who was sleeping around with various Granville students?
They wouldn’t fire even that teacher. The teacher was allowed to leave for “a great opportunity” and was only caught after a year or so in another school district. They did the right thing there. The teacher was brought up on criminal charges.
Any school system that will protect in any way a teacher who commits rape is a school system that probably has some other problems dealing with poor personnel.
